Mrs. Tobias is the daughter of later Mr. and Mrs. Isadore and Queenie Smith Pendarius; and the wife of the late Deacon John Tobias, Jr.. She is the mother of Mrs. Arthean T. Watkins; and the grandmother of Pamela Perry Anderson, Elizabeth Watkins-Brown and Norris Geoffrey Watkins IV.
She was 91 years old and a Retired Secretary.
